The ICU library versioning issue when installing on Linux is resolved.
Several bug fixes.

If you are upgrading from an alpha release, you must re-install as there are numerous changes to the configuration files.
If you are upgrading from 4.0.x beta, there is no need to re-install. Let the installer do an upgrade.
