If you are upgrading from an alpha release, you must re-install as there are numerous changes to the configuration files.
If you are upgrading from 4.0.x beta, there is no need to re-install. Let the installer do an upgrade.
Installation and Upgrade Instructions:
Translations:
Nederlands: Complete, still needs quality assurance check (marimo)
Deutsch: Need someone to do the translations.

- Linux: There are two separate distributions for somewhat older Linux systems and somewhat newer Linux systems.
