Future Upgrades: dropping support for Windows XP and Vista, Python 2

In a future release (probably 3.30.0), support will be dropped for Windows XP and Windows Vista.

All python 2 installations will also need to be upgraded to python version 3.
Detailed upgrade instructions will be posted on the wiki when this becomes necessary.
